Q: How are members being notified of the rate change?

Notice will be provided by bill message on the September, October and November 2025 billing statements.

Q: How will the requested rates compare to competitors' rates?

Q: Is the electric rate change effective 11/01/2025 a rate increase?

The change to the lighting service rate class is an increase, but the changes to other rate classes are revenue-neutral to the average member. While the Power Cost Recovery Factor (PCRF) adjusts regularly to reflect changes in wholesale energy costs, CoServ has not implemented a base rate increase since 2001.

Q: What is a cost of service study?

A cost of service study is a detailed analysis that helps determine how much it costs to serve different rate classes. It ensures that rates are fair by matching the costs of providing electric service with how those costs are recovered from each rate class.

Q: In utility rate design, what is considered a fixed cost?

Fixed costs do not change with the amount of energy used and include electrical infrastructure, labor, maintenance, and administrative costs. These costs are often recovered through a flat monthly fee called a customer charge.

Q: In utility rate design, what is considered a variable cost?

Variable costs change with the amount of energy used and include wholesale power and transmission costs. These costs are often recovered through energy charges per kWh and demand charges based on peak kW.

CoServ Electric will implement a revenue-neutral rate change that increases the customer charge offset by a decrease to the volumetric kWh rate for most rate classes and a revenue-positive change to the lighting service rate class.

Customer Charge Increasing: Most rate classes will see an increase of $5 to their monthly customer charge.

Usage Rate Decreasing: Most rate classes will see a decrease in the per kWh energy charge.

Residential Rates - For the average Member using 1,227 kWh, the impact to their bill will be negligible. For those that use more than this, they will see a decrease in their bills, and for those that use less they will see a small increase.

The examples in the chart above use a PCRF of −$0.01 and a SCRF of $0.0049.

Non-residential Rates - Based on average usage for each rate class, the rate change is revenue-neutral. However, high energy users will see a small decrease in their overall bill while low users will experience a small increase. The amount of change in non-residential bills will depend heavily on actual usage.

Lighting Rates - The lighting service rate class will increase an average of 27.32%. Non-LED lighting rates will increase between $3.00 and $7.00 per light while LED lighting rates will increase between $1.00 and $3.00 per light.

We're adjusting our rates to more accurately reflect how costs are distributed across our system. These changes are guided by our most recent cost of service study, which helps ensure each rate class contributes fairly to the overall cost of providing electric service.

By shifting more of the cost into the fixed portion of the bill and lowering the variable portion, we're aligning our rates with how costs are actually incurred. This approach helps maintain fairness and stability while keeping the changes revenue-neutral for the average Member.

On-bill notification will begin on September 1, 2025, and the rate changes will be effective on November 1, 2025.
